Artificial Intelligence is rapidly embedding itself within militaries, economies, and societies, reshaping their very foundations. Given the depth and breadth of its consequences, it has never been more pressing to understand how to ensure that AI systems are safe, ethical, and have a positive societal impact. This book aims to provide a comprehensive approach to understanding AI risk. Our primary goals include consolidating fragmented knowledge on AI risk, increasing the precision of core ideas, and reducing barriers to entry by making content simpler and more comprehensible. The book has been designed to be accessible to readers from diverse backgrounds. You do not need to have studied AI, philosophy, or other such topics. The content is skimmable and somewhat modular, so that you can choose which chapters to read. We introduce mathematical formulas in a few places to specify claims more precisely, but readers should be able to understand the main points without these.

From cool, dark booths at Creech Air Force Base in Indian Springs, Nevada, pilots and sensor operators work closely with large teams of intelligence analysts who sift streams of real-time data transmitted by the drones on the other side of the planet. You can get a pretty good idea of a country's wealth by seeing how much it shines at night -- just compare the intense brightness of China and South Korea to the dark mass of North Korea that's sandwiched between them. But nighttime lights don't tell you which neighborhoods or villages within a large region are merely poor and which are home to people living in abject poverty. That's the level of detail policymakers need when they decide where to deploy their economic development programs. You could get that detail by sending legions of survey-takers into crowded slums and sparsely populated rural areas. But that would be hugely time-consuming and cost tens of millions of dollars or more.

Where the accountants have fallen down, however, is in their reluctance and sometimes inability to make intensive studies of different equipment and to specify their requirements for equipment. As one authority in the field of electronic data processing has pointed out, "Accountants, unlike engineers, take the equipment as given without bothering to specify their own particular needs." But after all things are taken into consideration, it is of primary importance that the personnel who are handling the details of the investigation have a good knowledge of the particular application to be studied. Executives in many companies have been dissatisfied with the help received from outsiders who are expert programmers and who know a lot about equipment, but who are unfamiliar with business systems. In some companies executives have found that their own personnel, who know the firm's particular data processing system, after three or four months of experience in which to grasp the logics of the computer and the intricacies of programming, are much more valuable than such outside experts.

The work is based on computer programs that do symbolic manipulations and symbolic inference, not calculation. The programs I will discuss do essentially no numerical calculation. They discover qualitative lines-of-reasoning leading to solutions to problems stated symbolically.
